Urban Safety Management Guidelines

This manual addresses urban safety management through categorising roads into a hierarchy according to their function, assessing roads within the hierarchy, setting objectives for sections of the road network, and implementing engineering measures to improve road safety on these sections. The guidelines give examples of local urban management programmes where significant reduction of accidents of 25-38% have been achieved and describe the procedures put in place at each phase of the planning, implementation and evaluation of the urban safety management project.
